Russian Drone Strikes Romanian Apartment Block

CNBC reported Friday that a Russian drone struck a residential apartment building in Romania, a full NATO member state, in the early hours of the morning. The impact caused injuries to civilians in the city of Galati, located close to Romania’s border with Ukraine.

Romania Calls Emergency Defense Session

Romanian President Nicusor Dan convened an emergency national defense council meeting shortly after the strike. He described it as the gravest incident to affect Romanian soil since Russia launched its full-scale invasion of Ukraine in February 2022. Dan squarely attributed responsibility to Moscow, citing what he called the reckless and indiscriminate deployment of drone weapons close to NATO’s eastern boundary. He noted that Romania’s armed forces had been cleared to engage the aircraft, but commanders ultimately chose not to fire due to the risk of civilian harm on the ground. Romania has since formally requested reinforced NATO anti-drone capabilities and will raise Russia’s conduct at the UN Security Council.

NATO Condemns the Strike

NATO Secretary General Mark Rutte was in direct contact with Romanian officials following the incident, according to a NATO spokesperson. The alliance said the strike occurred while Russia was targeting Ukrainian infrastructure just across the border. NATO condemned Moscow’s conduct in unambiguous terms and pledged to continue bolstering its eastern defenses, with particular emphasis on countering drone threats. All NATO allies and EU member states were notified of the incident promptly by Bucharest.

Background: A Conflict That Has Repeatedly Spilled Across Borders

Russia’s full-scale invasion of Ukraine began in February 2022, though the broader conflict dates to 2014 when Moscow annexed Crimea and backed armed separatists in eastern Ukraine. Since then, stray Russian munitions have repeatedly drifted into neighboring NATO countries during large-scale aerial campaigns. Romania, which shares a riverine border with Ukraine along the Danube, has previously recorded drone debris falling on its territory. Friday’s strike, however, represents a direct hit on a populated structure, marking a significant escalation in physical impact on alliance soil.

EU Prepares 21st Sanctions Package

European Commission President Ursula von der Leyen said the strike crossed a clear line, describing a drone incursion into a densely populated area on EU territory as unacceptable. She announced that Brussels is preparing a 21st round of sanctions against Russia. The announcement follows Ukraine’s parliament ratifying a 90 billion-euro loan agreement with the EU just one day earlier, worth roughly $104.6 billion, deepening the bloc’s financial commitment to Kyiv amid an intensifying war.
